Duties and Responsibilities of Financial Affairs

In accordance with Law No. 5018 on Public Financial Management and Control, the aim is to organize public accounts in compliance with a standardized accounting system and generally accepted accounting principles and to ensure the proper management of financial affairs. Within this framework, the following processes are carried out to ensure that public resources are acquired, used, and safeguarded effectively, economically, efficiently, and lawfully, preventing misuse:

• Conducting procurement processes in accordance with Law No. 4734 on Public Procurement.
• Drafting the necessary contracts in accordance with Law No. 4735 on Public Procurement Contracts.
• Handling per diem transactions for personnel and students in accordance with Law No. 6245 on Travel Allowances.
• Managing the accounting processes of student communities.

These operations are carried out in compliance with legal regulations, aiming to ensure the effective and efficient use of resources.
